The Affordable Care Act (ACA) was passed by Congress and then signed into law by President Obama on March 23, 2010. On June 28, 2012, the Supreme Court rendered a final decision upholding the constitutionality of the health care law. The law puts in place multiple reforms that roll out through 2014 and beyond. Please note: ACA employer mandate delayed one year
The Obama administration announced July 2, 2013, that it will delay the ACA requirement that businesses with more than 50 full-time workers provide health insurance by one year. The administration will start enforcing the mandate in 2015, rather than Jan. 1, 2014, as stated in this recorded webcast, in order to give businesses more time to prepare.

Rachel Cutler Shim, counsel in the tax, benefits & wealth planning group at Reed Smith LLP, practices in the area of health and welfare benefits. Cutler Shim received her bachelor's degree from Bates College and earned her Juris Doctor at Georgetown University Law Center, graduating cum laude. She assists small, medium and large multinational employers with compliance matters associated with health plans, cafeteria plans, welfare benefit plans, etc. She has significant experience advising clients on HIPAA, ADA, FMLA, and COBRA issues as well as plan administration. Cutler Shim regularly writes alerts and updates regarding health and welfare compliance issues. Cutler Shim is also a regular speaker for the Society for Human Resource Management and other benefit organizations.
