Hell, we were doing that for years on our old tee boxes! Does that mean we just wasted all that money on our renovation by rebuilding them flat?

Apparently, the USGA believes in making the game harder than it already is despite their protestations that the game needs to be made more friendly to young people and women. You can bet they'll be crowing about green speeds as well while they shake their fingers at us and tell us to slow our greens down.
Who needs enemies with friends like this?

The course is just down the hill from Fircrest CC my old stomping ground and just a few yards from my old house. The golf course got built after a lot of public out crys, but to be honest I do not think it fits the area. However nice views of the sound.

They could make them tee off from a hump-back tee, hump-backed due to poor tee marker placement/divot seeding/top dressing practices, but the course isn't that old yet.

We used to have an annual tourney at the nine holer I grew up at where you had to tee off while standing on an old tire on the first tee (along with a whole slew of other tricks once on the course). I also remember my Dad bringing home a golf in Scotland calendar from his trip there and one of the shots had a guy teeing off with a spectacular view in the background. All I remember was the tee was so uneven and beat up it made my muni look like Augusta. Guy looked like he was having fun though. I always wonder what Old Tom would think of the modern golfer's sense of entitlement when it comes to playing conditions.

Not familiar with this course but I'm sure what they're talking about will be far more subtle than the article indicates.
