You cannot deter or threaten a terrorist. You can only identify them and kill them. A uniformed Army and more submarines are not going to stop another 9/11. Specially trained folks in black uniforms carrying small arms and garrotes will be the answer. They are not expensive.
My son spent 24 months in Afghanistan as an Air Assault Combat Team Leader. He doesn't think he ever killed anyone who was involved with 9/11 or understood our mission in their country. They saw enemy combatants and fought back. The right does not understand present day military strategy hence the support from Colin Powell, someone who does.
