I'm trying to replace the pivot shafts which the deck lift arms attach to on a Toro 3500 Sidewinder. They are held in place by a roll pin. After 10 years it is rusted in. I have soaked it in penetrant and used an air chisel and it doesn't move. I tried drilling it out but they are hardened steel so the bits just buffed the surface. There isn't a lot of room to work underneath as I don't have a hoist.

Any suggestions on how to remove??

Try putting heat to it so that it just starts to turn red and tap out with hammer and punch.
Has worked for us in the past.

I just replaced the same pins and it took a lot of heat.  I also used a huge pipe wrench to get them to turn first before I started trying to beat them out.
