Jeff, there is a chemical that is called "Pathfinder". I used it on about 50 Billion Pepper trees with absolutely amazing results. It may be a little tedious to use on those small sprouts though. It is used by using a paint brush and painting a band around the tree trunk, and within about 2 weeks, a 30' tree is toast. It's also amazing to use on stumps, to prevent regrowth. Good luck.
