We had the same problem with ours last year. Ends up when our mechanic had taken the pump apart to replace a bearing it got put back together wrong. The connecting rods were rotating in the same direction instead of alternating. Just had to take the pump back apart and turn the one arm around. Small fix for a big problem. Pump worked great after that.
To check if this is your problem, take both the diaphragm covers off and remove the diaphragms. You should be able to see the connecting rods and if you slowly turn the pump, when one rod goes up the other goes down and vice versa. If you have the same problem we did both rods will move together, causing the pump to pulsate.
Hope that helps.
