I used to have a couple Toro 3100 that I stripped to the frame and rebuilt. Prior to rebuild, I had 1 that had a very similar problem. I found that when switching from 2nd to 1st, inside the valve body the spool was closer to the the neutral position, allowing bypass thru the valve body and not giving enough pressure to the wheel motors. I made some adjustments and it was better, but still was weak. I removed spool when rebuilding and found excessive wear (unit had about 4,500 hours), I decided to get fully rebuilt valve body from Bel Air Turf. This was about 12 years ago so I do not remember what it cost. Unit ran like new with valve body. I have rebuilt these valve bodies before and they are not to bad as long as it is just seals and o-rings, if I found scarring on spools, it was time to send it out.
